Dear Sen. Lacson,
With the current economic situation, HULIDAP incidents are on the rise these days. It has gone unnoticed since there are no public service programs that expose the activities of these people. With the coming "ber" months, the perpetuators have become bolder in their activities.
The target of these policemen are nightclubs, tiangges, palengkes, food stalls, koreans and chinese nationals.
In nightclubs, most often, the once being caught during operations are in connivance with the police. A girl will apply in the afternoon and will consent to sex with her boyfriend police asset during her work that night. A raid will then occur and the police will then ask the owner for at least P90,000.00 to around P300,000.00 for the release of their employees. Sometimes during raids, a group will take advantage to ransack the place amidst the confusion. The most guilty group is the CIDG WACCO and SPD in Fort Bonifacio. No warrants or mission orders are shown during these raids. Should the owners not oblige, they will then ask the local police to facilitate the necessary documents. Magkakakuntsaba ang mga ito. The thing is, it has gone uncontrolled for a long time that, oftentimes, the subordinates do these without the knowledge of their superiors. These activities peaked during the last election with the NBI and the CIDG raiding everyone in its path. I think it was more of a fund-raising activity for the administration candidates.
For Tiangge owners, mostly, pirated DVD sellers, the modus operandi of these cops are the same. However, a P900,000.00 payment is asked if you are a chinese national or a bumbay.
Here in BF Pque. where I reside, there is not a day that I don't see cops shaking down korean students who rides a scooter.
At the palengke in BF, you can ask the vendors on how they are being made to shell out a kilo of pork for free to these people just because they are in violation of whatever there is to violate.
Senator, I'm really not good in bringing my message across nor do I have the resources to come up with a more in depth study of these activities. The reason I'm writing you is that, probably, with your position in society and your reputation as being an honest policeman during your time, I do hope that you could find a way to publicize on how low policemen had become during the administration of GMA. I am sure that there are a lot more stories that needed to be told. Wala na pong "Hoy Gising" ngayon. Wala ng nageexpose.
Times are hard. I do hope that people earning a decent living to bring food to their respective families are given protection instead of being subjected to police harassment and kotongs. The hardships we are experiencing right now were not brought upon by us. Hindi naman kami ang may gusto nito at lalong hindi naman kami ang may gawa nito.

I hope you can give us advice to our plight we had experience with SSS.
My dad has been paying maximum contribution of 1,400 a month for the past five years. He is self employed and has a business of his own.
Five years ago,SSS gave them a computation to pay 1,400 a month for the next five years so he can receive a maximum of 15,000 a month pension.
As advise,they followed the computation.Only to realize five years after that the pension that my dad is going to receive is only P5,600 a month. Their reason was due to the number of months and not to the amount contributed.
We really felt deceived by the system.Five years ago, when we asked for the computation,the number of months should also be considered.
What advise can you give to us because i am not going to let this very inept service and deceitful wrongdoings of our government agency continue.

Pls check the original layout of the C5 extension because it would not have passed the AMVEL property or the Multinational Industrial Estate but somehow plans were changed thus making the C5 pass right in front of the AMVEL condominiums. This new layout will also run 300 meters parallel to the NAIA runway endangering the take off run of the International flights exposing them to terrorist attacks.

I've reported PNP anomalies to PNP website regarding hulidap to KTVs in Paranaque. They've replied that received my email but still nothing happened. I'm glad, wla na ang hepe namion ngayon pero bumalik po ang dating mas corrupt na hepe.
Ayaw na po nila ng pinipilit nila na protection money na 300-500 weekly na hindi namin pinagbigyan dahil mga legal na business po kami. Ang gusto po nila, may tongpats na 48php per case ang beer na sa kanila mapupunta. Tinatakot po nila kami ng raid at alam namin na kaya nila gawin at gawan ng setup dahil modus operandi na po nila ito.
Parang awa nyo na po, bagsak na po ang ganitong negosyo sa Paranaque sa kagagawan ng mga kotong cops na to.

The reason why I am sending you a blog posting I read just recently is your trustworthiness as government official.
The posting below is another way to to deal with the corrupt contractors.
If Ebdane will not remove the three companies from the shortlist of qualified contractors, any of the Senators/Congressmen can. I hope Ruffy Biazon or Roy Golez or any of the reps of Miriam or Lacson or even Atty. Harry Roque is reading this, since they can petition the Phil. Contractors Accreditation Board (PCAB) to suspend or revoke the contractor’s license they have issued to the three on the grounds that their scandalous actions have tainted the whole Phil. Contracting Industry before the eyes of the world. This could also be filed and/or supported by the Phil. Contractors Association (PCA).
The Three, E.C. De Luna, Cavite Ideal Int’l, and C.M. Pancho, thereafter, will all be automatically disqualified from all public bidding since only PCAB-certified AAA contractors are allowed to participate in all PBACs (Pre-qualification, Bids and Awards Committees) in all gov’t construction projects especially those over a certain cost limit. Major private commercial and industrial projects also require an AAA license to be qualified. That will keep them out of business for the meantime.
Likewise, the Professional Regulatory Commission (PRC) may be petitioned so that the Engineers, Architects and Accountants under the employ of the three firms and had participated in one way or another, or had knowledge of, the rigging of the bids be stripped of their license or at least suspended, co-terminus with the period prescribed by the World Bank. I assume one or all of the three owners are civil engineers.
So guys, better start emailing your favorite Senators and Congressmen.

Sir I want to raise this issue to your good office on which i know you could resolve this (in which malacanang people ignore this issue) and because it cause a lot of headache to us especially the residence of Ipil, Zamboanga Sibugay and the people of province of Zamboanga Sibugay. I renewed my license last August 21, 2006 but up to date my plastic license is not available (they just put a handwritten extension on the back of the temporary license on where i could get my plastic (genuine) license,its been three extension have made but till now nothing happen. My friends before has also the same problem and when they renew it in LTO Regional Office IX and the other in Dipolog city (or any branches of LTO) they found out that their license is not renewed nor they have record of renewal from LTO-Zamboanga Sibugay. the question is, why they issued such O.R. (like i have) if its not recorded? Or maybe they have two (2) kinds of the same printed reciept(one is legal and other one is illegal-which is also happening in some instances). PLease sir, i need your help on this becuase its already happening a long time ago. And we the people of Zamboanga Sibugay want to end this corruption. I do believe on what you can do and helping us Filipino people and i also hate the corrupt people in government. Kaisa mo ako sir against those corrupt officials. Thanks and more power...

With the current economic crisis we are suffering, I would like to suggest why not stop or minimize importing products from other countries. In my observation our country is loosing lots of local jobs. many local factories are closing since the product from china are way way cheap compare to local made. for example in the garment industry. Many firms are suffering and closing because of product form china which are realy very cheap. It starts from the knitting, then in the dyeing, after that the printing, embroidery then sewing and packaging. imagine how many filipinos loose their jobs beacause of this cheap imported goods. Example lang po iyan Mr. Senator. People dont understand even if we are getting very very cheap products, if we dont have jobs we can't buy that product even if its only 1 peso. Marami din pong mga local brand na sa china din ang production then pinapasok dito tapos repackage. I guess if your office can do something about this.
